A location, building use, approximate area, occupancy or process brief, programme and available utility information are enough to define an initial scope; missing evidence is then recorded.

Does feasibility work replace detailed design?

No. It supports an early decision and defines the evidence, surveys, authority responses and calculations needed before detailed design.

Can refurbishment options be compared?

Yes, provided the retained systems, condition information, operating constraints and required outcomes are stated and access for any necessary survey is agreed.
